        The “Regulations on the Qualification Management of Welders and Welding Operators of Civil Nuclear Safety Equipment (HAF603)” have been reviewed and approved by the Fourth Bureau Meeting of the State Environmental Protection Administration in 2007 on December 25, 2007, and have been announced since January 1, 2008.         Chapter I General Provisions

        Article 1 These regulations are formulated in accordance with the Regulations for the Supervision and Administration of Civil Nuclear Safety Equipment in order to strengthen the qualification management of civilian nuclear safety equipment welders and welding operators, and to ensure the welding quality of civil nuclear safety equipment.

        Article 2 These regulations apply to the qualification management of welders and welding operators of civil nuclear safety equipment.

        Article 3 Welders and welding operators engaged in welding activities of civilian nuclear safety equipment may participate in the welding activities of civil nuclear safety equipment only after participating in the assessment and obtaining a qualification certificate in accordance with these regulations.

        Chapter II Institutions and Duties

        Article 4 The nuclear safety supervision department of the State Council is responsible for approving and issuing qualification certificates for welders and welding operators for civilian nuclear safety equipment. Its main duties are:

        (1) Selecting an assessment center for civilian nuclear safety equipment welders and welding operators (hereinafter referred to as the "assessment center");

        (2) Organizing the formulation of examination outlines and basic theoretical knowledge test questions for welders and welding operators, and organizing examinations of basic theoretical knowledge for welders and welding operators;

        (3) Supervising and inspecting the assessment and management work of the assessment center;

        (4) Examine the examination plan and examination results of the examination center, and issue qualification certificates to welders and welding operators who pass the examination;

        (5) Filing and keeping relevant data of the certified welders and welding operators.

        The nuclear safety supervision department of the State Council may set up qualification committees for welders and welding operators of civilian nuclear safety equipment as required to perform specific duties.

        Article 5 The State Council's nuclear safety supervision department may select units that meet the following conditions as the assessment center:

        (1) Establishing a sound quality assurance system for the assessment of welders and welding operators, with a complete assessment and management system, examination details, welding procedure specifications that meet the examination requirements, and a special theoretical knowledge examination question bank;

        (2) At least 5 years of performance of nuclear welders and welding operators, and no less than 300 welders and welding operators;

        (3) Sites suitable for the assessment activities of the welder and welding operator to be engaged in, including skill operation test sites (at least 20 workstations), theory test classrooms, steel or sample warehouses, welding materials warehouses, inspection sites , Archives or databases;

        (4) Equipment suitable for the assessment activities of the welder and welding operator to be engaged, including welding equipment, welding rod and flux drying equipment, test piece and sample making equipment, physical and chemical inspection and nondestructive inspection equipment, heat treatment equipment and measurement Tools, etc.

        (5) The composition of personnel shall include at least: 3 full-time welding professional and technical personnel with an engineer title or above, and 1 full-time nuclear and surface non-destructive inspection personnel with a level II or above;

        (6) Ability to organize examinations of welders and welding operators and manage welding files of welders and welding operators.

        Article 6 The assessment center is responsible for organizing and implementing the examination of the theoretical knowledge and operating skills of welders and welding operators. Its main duties are:

        (1) Formulating an examination plan;

        (2) Examining the qualifications of applicants for welding and welding operators;

        (3) determine the content of special theoretical knowledge examinations and the examination items of operational skills;

        (4) preparing and inspecting test pieces, and assessing test results;

        (5) Issue stamps of welders and welding operators;

        (6) To compile or confirm the welding procedure specifications for the examination of welders and welding operators;

        (7) Establish and manage archives of welders and welding operators.

        Article 7 Welders and welding operators who intend to engage in welding activities of civilian nuclear safety equipment shall apply for examinations to the examination center. Welders and welding operators applying for examinations shall meet the following requirements:

        (1) Having junior high school education or above;

        (2) physical health;

        (3) Having the ability to operate in accordance with the welding procedure specifications;

        (4) Ability to perform welding work independently.

        Chapter III Exam Content and Methods

        Article 8 The examinations for welders and welding operators include examinations of theoretical knowledge and examinations of operating skills.

        Article 9. The theoretical knowledge examination for welders and welding operators includes the basic theoretical knowledge examination and the special theoretical knowledge examination.

        Welders and welding operators who intend to engage in special welding methods and base metal types that are not included in the basic theoretical knowledge should also pass a special theoretical knowledge test before taking the operational skill test.

        The valid period of passing the basic theoretical knowledge exam for welders and welding operators is 3 years.

        Article 10 The examination of the basic theoretical knowledge of welders and welding operators shall include the following:

        (1) Basic knowledge of nuclear power system (including knowledge on radiation protection) and basic knowledge of nuclear power quality assurance;

        (II) Knowledge of civil nuclear safety equipment, including equipment category and nuclear safety level, related manufacturing standards and welding procedures, classification principles and requirements for welding joints, characteristics of common base metals and welding materials, welding methods, and major manufacturing technical requirements (including heat treatment And basic knowledge of non-destructive testing);

        (3) Requirements for the use and maintenance of welding equipment, devices and measuring instruments;

        (4) The form, performance and influencing factors of welded joints, welding code and pattern recognition;

        (5) causes of welding defects and preventive measures;

        (6) causes of welding stress and deformation, and preventive measures;

        (7) Welding safety technology.

        Article 11 The examination content of the special theoretical knowledge of welders and welding operators shall be determined based on special welding methods and material characteristics.

        Article 12 The assessment center shall be based on the welding method, test piece form, base metal type, welding material, weld form, welding position, test piece size, welding elements (pad, single-sided welding, double-sided welding), etc. Determine the welder, welding operator operating skills examination items.

        Article 13 The number of test pieces for welding skills of welders and welding operators shall meet the requirements, and multiple welding test pieces are not allowed to be selected from them.

        The preparation and welding of test pieces shall meet the following requirements:

        (1) The bevel surface of the test specimens and the sides of the bevel should be cleaned within 25mm of each side of the bevel to remove debris such as iron filings, scale, oil, rust and dirt.

        (2) Welding rods and fluxes shall be dried in accordance with the requirements and taken as needed. The welding wire shall be degreased and derusted.

        (3) Welders and welding operators shall weld the test pieces in accordance with the welding procedure regulations that have passed the assessment.

        (4) Before the operation skills examination, the examination number of the welder or welding operator shall be marked on the test piece under the condition that the members of the assessment center, the proctor and the welder or welding operator confirm the presence.

        (5) The hourly mark of the welding position shall be marked on the horizontally fixed test piece and the 45 ° fixed test piece, and the tack weld shall not be at the "6 o'clock" mark; the downward welding of the pipe shall be fixed according to the hour mark, and The arc can only be started from the "12 o'clock" mark and closed at the "6 o'clock" mark; when welding upwards, the arc should be started from the "6 o'clock" position.

        (6) For all test pieces of the welder, there should be at least one arc stop re-welding head in the first layer of welds; during the welding operator examination, the arc should not be stopped in the middle of each weld bead.

        (7) When the mechanized welding test is conducted, the arc starting plate and the lead plate are allowed to be added.

        (8) After the test piece starts to be welded, the welding position must not be changed; for the 45 ° fixed test piece for pipe butt joint and tube sheet weld, the angle between the pipe axis and the horizontal plane should be within 45 ° ± 5 °.

        (9) Grinding and rework are not allowed on the last layer of the surface of the test piece.

        (10) The bevel form and size of the test piece shall be prepared in accordance with the welding process specification, or prepared by the assessment center in accordance with the corresponding national standards and industry standards.

        Chapter IV Evaluation of Examination Results, Certificate Issuance and Management

        Article 14 Welders, welding operators, basic theoretical knowledge and special theoretical knowledge examinations are scored on a 100-point scale, and 60 are passed.

        Article 15 Welders and welding operators shall be assessed for their operating skills through the examination of test pieces. After passing the test, the test item is qualified.

        Article 16 When two or more welders and welding operators participate in the combined examination, if one of the examination items fails, and the welding welder or welding operator who caused the failure of the examination item can be determined, the welder or The welding operator's examination items are unqualified; if the welding welder or welding operator who fails to determine the examination item is unqualified, the welder and welding operator participating in the combined examination shall be deemed to be unqualified.

        Article 17 Welders and welding operators who fail the operation skills examination are allowed to retake the examination once a month. Those who fail the retest can apply for the test again, but the interval between the previous test and the previous test must not be less than three months.

        Article 18 The assessment center shall record the results of the welder and welding operator examinations in the examination assessment report, and the inspection results of the test pieces for the operation skills in the examination inspection record form.

        The assessment center shall, within 10 working days after the assessment of the examination results, submit the examination assessment report of the qualified welders and welding operators to the examination, and sign the official seal of the center to the nuclear safety supervision department of the State Council.

        Article 19 Welders and welding operators of civil nuclear safety equipment can only engage in welding activities within the scope corresponding to the items that pass the examination.

        Article 20 The assessment center shall establish and manage archives of welders and welding operators. The archives shall include records of continuous operations of the welders and welding operators.

        The employing unit of the welder and welding operator shall fill in the continuous operation records of the welder and welding operator and report to the relevant assessment center for record every six months.

        Article 21 The nuclear safety supervision department of the State Council shall complete the examination of the examination results of welders and welding operators within 20 working days from the date of receiving the examination assessment report and make a decision on whether to grant qualifications.

        The nuclear safety supervision department of the State Council shall issue a qualification certificate to the welders and welding operators who pass the examination within 10 working days from the date of the decision.

        Article 22 The qualification certificates for welders and welding operators shall include the following main contents:

        (1) Name of the welder and welding operator and the employing unit;

        (2) Items that pass the examination;

        (3) Validity period;

        (4) Certificate number.

        Article 23 Welders and welding operators of civilian nuclear safety equipment shall not practise in more than two units at the same time.

        Where a licensed welder or welding operator changes the employing unit, the employing unit shall submit an application for a change in the qualification certificate to the assessment center. At the same time, the opinions of the original employing unit shall be provided, and the new qualification certificate shall be replaced after review and approval by the nuclear safety supervision department of the State Council. The validity period of the updated certificate applies to the validity period of the original certificate.

        Article 24 The valid period of the qualification certificates for welders and welding operators is 3 years.

        The qualification certificate has expired, and the quality of the welding work performed in the examination-qualified items during the validity period is good. Licensed welders and welding operators who need to continue to engage in welding activities shall submit an application for renewal to the assessment center 60 days before the validity period expires.

        The assessment center shall complete the preliminary review of the renewal application within 10 working days from the date of receipt of the renewal application, make recommendations on whether to grant the renewal, and report the renewal application and the continuous operation records of the welder and welding operator to the nuclear safety supervision department of the State Council. Review.

        The nuclear safety supervision department of the State Council shall make a decision on whether to grant renewal before the validity period of the qualification certificates for welders and welding operators expires. If the extension is allowed, it can be extended once, and the extension period is twelve months. The extension period starts from the effective deadline of the qualified items for the welder and welding operator examination.

        If the welder or welding operator who does not meet the extension conditions or expires and needs to continue to engage in welding work, he may resubmit an application.

        Article 25 If the welding work is interrupted continuously for more than three months, the qualification certificate held by the welder or welding operator will automatically become invalid.

        If the continuous interruption of the welding work corresponding to the qualified items in the examination exceeds six months, the qualification records of the corresponding examination items in the qualification certificate held by the welder and welding operator will automatically become invalid.

        Article 26 The qualified items in the examination report of the examination and the qualification certificate of the welder and welding operator shall be indicated by codes. The combination order of the codes is the classification number of the welding method, the code of the test piece form, the code of the weld form, the base metal category number, the welding material, the size of the test piece, the welding position code, and the welding element classification number.

        Article 27. Welders and welding operators from overseas units that have obtained relevant foreign qualifications may engage in the welding of civilian nuclear safety equipment within the territory of the People's Republic of China only after they have been approved by the nuclear safety regulatory department of the State Council.

        Article 28 Where a welder or welding operator of civil nuclear safety equipment commits fraud, the examination center shall be disqualified from the examination and suspended for one year.

        Chapter V Supervision and Inspection

        Article 29 The examination center shall notify the nuclear safety supervision department of the State Council in writing the work plan, content and place of the examination 10 working days before the examination of the welder and welding operator.

        Article 30 The nuclear safety supervision department of the State Council supervises and inspects the assessment and management of welders and welding operators in the assessment center.

        Supervision and inspection are divided into comprehensive inspections and special inspections:

        (1) The comprehensive inspection content includes the operation of the quality assurance system of the assessment center, the strength of staff and teachers, the assessment management system and rules, relevant documents and records of assessment activities, the assessment plan and implementation, etc.

        (2) The special inspection content is a random inspection of the assessment activities of welders and welding operators in the assessment center.

        Article 31 The assessment center shall cooperate with the supervision and inspection of the nuclear safety supervision department of the State Council, truthfully report the situation, provide necessary materials, and shall not refuse or obstruct it.

        Chapter VI Legal Liability

        Article 32 In any of the following situations , the assessment center shall be ordered to make corrections within a time limit by the State Council ’s nuclear safety supervision department; if the circumstances are serious, its qualification assessment shall be suspended:

        (1) The conditions of the assessment center change and do not meet the requirements;

        (2) Failure to conduct examinations for welders and welding operators in accordance with these regulations;

        (3) Refusing or obstructing the supervision and inspection of the nuclear safety supervision department of the State Council;

        (4) Confusion in work management and poor quality of examination work;

        (5) Serious violations of regulations and fraud.

        Article 33 Staff members engaged in qualification assessment of welders and welding operators shall have their qualifications stopped by the assessment center and be punished in accordance with relevant laws and regulations:

        (1) leaking the content of the examination;

        (2) Those who engage in malpractices during the examination;

        (3) Negligence of duty, which leads to confusion in the examination room and false test results;

        (4) Other acts that seriously affect the fairness of the qualification examination.

        Article 34 Where a unit producing or installing civil nuclear safety equipment or an operating unit of civil nuclear facilities provides false certification, the State Council ’s nuclear safety supervision department shall impose a fine of 10,000 to 30,000 yuan.

        Article 35 Where a welder or welding operator of civil nuclear safety equipment engages in welding activities beyond the scope of the qualified items in the examination, the nuclear safety supervision department of the State Council shall order it to stop the welding activities of civil nuclear safety equipment, and shall follow the "Regulations for the Supervision and Administration of Civil Nuclear Safety Equipment" The provisions of Article 49 impose penalties on the employing units.

        Article 36 Whoever forges or alters the qualification certificate of a welder or welding operator for civil nuclear safety equipment shall be detained for more than 10 days and less than 15 days in accordance with the provisions of Article 52 of the Law of the People ’s Republic of China on Public Security Administration Punishments. A fine of less than 1,000 yuan shall be imposed concurrently; if the circumstances are less serious, a detention of 5 days to 10 days may be imposed and a fine of 500 yuan or less may be imposed concurrently.

        Article 37 Where a welder or welding operator of civil nuclear safety equipment violates the operating regulations and causes serious welding quality problems, his qualification certificate shall be revoked by the nuclear safety supervision department of the State Council.

        Chapter VII Supplementary Provisions

        Article 38 Examination of welding methods and materials of welding methods and welding operators other than these regulations shall be formulated by enterprises and assessment centers in accordance with relevant product design and manufacturing technical conditions and submitted to the State Council for nuclear safety supervision Departmental filing.
