National Radiation Environment Monitoring and Supervision Institution Construction Standards

In order to guide and regulate the capacity building of radiation environment monitoring and supervision institutions at all levels throughout the country, establish an advanced radiation environment monitoring and early warning system and a complete radiation environment law enforcement supervision system, strengthen nuclear and radiation safety supervision, and formulate this standard. The national radiation environment monitoring and supervision institutions are divided into four levels: national, provincial, prefecture-level, and county-level. Among them, the provincial radiation environment monitoring and supervision institutions are divided into provinces with nuclear facilities in their jurisdictions and those without nuclear facilities in their jurisdictions. Provinces are of two types. This standard specifies the staffing standards and structure of provincial, prefecture and city radiation environment monitoring and supervision agencies, working expenses, business houses, basic equipment and equipment configuration, special equipment for nuclear and radiation accident emergency equipment, and special radiation environment monitoring instrument configuration. . This standard is the minimum configuration standard. Capable areas can appropriately raise the standard. The construction standards for national-level radiation environment monitoring and inspection agencies are separately stipulated, and the construction standards for county-level radiation environment monitoring and inspection agencies do not make uniform requirements for the time being. If the radiation environment monitoring and supervision institution also undertakes other functions such as technical review and scientific research of nuclear and radiation safety administrative licenses, the corresponding manpower, funding, room, equipment and other software and hardware requirements required are not included in the scope of this standard.
I. Staffing and staffing structure The staffing standards of the radiation environment monitoring and supervisory agencies, the proportion of technical personnel in the total number, and the proportion of high and intermediate technical personnel are shown in Table 1.
Working expenses
According to the relevant national laws and regulations, and the opinions of the State Environmental Protection Administration, the Central Compiling Office, the Development and Reform Commission, the Ministry of Finance, and the Ministry of Science and Technology on strengthening the nuclear and radiation safety supervision capacity building, governments at all levels should give environmental protection departments in the region relevant personnel. The establishment and funding guarantee provide necessary conditions to improve the supervision ability to effectively perform its functions, effectively manage radioisotopes and radiation devices, and ensure nuclear and radiation safety. Among them, it is necessary to focus on ensuring the radiation environment monitoring and supervision operation funds and supporting various The business is operating normally and stably, and the basic conditions for carrying out the radiation environment monitoring and supervision business such as the maintenance of instruments and equipment should be supported. Third, business houses
Houses for business use are one of the necessary foundations for radiation environment monitoring and supervision. In particular, monitoring experiment rooms and houses for automatic radiation monitoring systems are the basic conditions for radiation environment monitoring and supervision. Fourth, the basic equipment configuration
The basic equipment is to ensure the radiation environment quality monitoring (including soil, air, water bodies, biological samples, land, ports, marine, electromagnetic and other items of environmental quality monitoring), monitoring of nuclear facilities and radiation sources (Including various nuclear facilities, uranium mining and metallurgy, radioactive waste treatment and disposal facilities, electromagnetic radiation facilities, radioisotope and radiation devices, associated radioactive mines, etc.), basic conditions for daily nuclear and radiation safety supervision and inspection and law enforcement. V. Special Equipment Configuration for Nuclear and Radiation Accidents
Emergency equipment is the basic condition for conducting nuclear and radiation accident emergency work. It can provide technical support for handling nuclear and radiation accidents and provide the basis for government decision-making. See Table 4 for the minimum standard of emergency special equipment that the radiation environment monitoring and supervision agency must configure.
Configuration of special radiation environment monitoring instruments

Special radiation environment monitoring instruments are necessary for environmental monitoring such as radioactive isotope tracing and nuclear explosions. The instruments required for special radiation environment monitoring work shall be configured as required. This Standard shall be implemented from the date of its issuance, and the original "Standard for the Construction of Radiation Environment Supervision Stations (Trial)" (Huanfa [2002] No. 158) shall be abolished at the same time.

7. Item 51 "Vehicle communication, office equipment" includes: military notebook computers, wireless network cards, portable printers, fax machines, GPS satellite positioners, digital cameras, film cameras, video cameras, walkie-talkies, car phones, etc .;
